Why have CPU clock speeds stayed relatively similar over the past 7-8 years?

I bought a Dell in 2003 that was 2.7ghz. Looking at computers these days, the high end CPUs are still around the same speed. The clock speeds for CPUs don't seem to be increasing, even though CPU architecture is more and more complex.

It used to be that CPU speeds would increase quickly over a few years but it seems like this is no longer the case. Why is this and what is the new speed benchmark that show's computers are becoming more powerful?

They're much more powerful despite the fact that clock rates seem to have stayed the same. Basically, Intel found out on their Pentium 4s that high clock rates != higher performance, and higher clock rates tend to increase power draw and heat output to unbearable levels. Pushing stuff to high clock rates is not power efficient and does not necessarily guarantee higher performance.

So Intel and AMD have focused more on the instructions per clock cycle, the other side of the CPU performance equation:
CPU performance in instructions per second = Instructions per clock cycle(IPC) x Clock cycles per second(Hz, MHz, GHz)

Basically, AMD and Intel have been working on increasing the oft-ignored IPC side, which is extremely hard to put a number to (which is why you don't see in on processor specs). They mainly do this by improving the efficiency of the logic architecture - rearranging the flow of data in a CPU so that more work can be done without increasing the clock rate.

A 3GHz Core i3 of today will be 2-3x faster than a 3GHz dual core Pentium D from 2010. Why? It can do a lot more with the same 3Ghz than the Pentium D can. As an analogy, you can compare a sedan to an 18-wheeler. Both travel at the same 80mph tops, but the 18-wheeler can haul a lot more stuff and thus do a lot more work than the sedan, even though both run at 80mph. Similarly, CPU performance can be increased like that of a vehicle - not increasing the speed, but increasing its capacity.

CPUs also now have more cores. E.g. now, you have six-core CPUs, which is almost equivalent to having 6 CPUs in a computer. You can even get 12-core server CPUs if you wanted to (and run four of them on a motherboard for 48-core, whatever you're going to use it for) You also have more and cheaper RAM, faster video cards, etc.
